There is no possibility that any two people can see anything the same way. Different perspectives, different personal histories, different neural networks.
So what makes a good photo? It is how it makes you feel.
I may see differently than you but if I can frame a collection of things in my viewfinder, have them lighted in a certain way and capture the image at just the right moment my photo may generate a feeling in you. If you like the feeling you’ll like the photo.
